דדון, שנחשב למקורב ביותר ליו״ר ההסתדרות ארנון בר דוד, הוא הראשון מעובדי המערך שזוכה להשתייך לאחד מבין ארבעת המוסדות העליונים של ההסתדרות. 171 החברים של בינ״ה נבחרים על בסיס סיעתי בבחירות שמתקיימות אחת לחמש שנים.
